Pursuant to Decision No. 24/2015/QD-UBND July 27, 2015 the Chairman of Hau Giang Defining the functions, tasks, powers and organizational structure of the Department of Science and Technology Hau Giang; Decision No. 24/2015/QD-UBND July 27, 2015 the Chairman of Hau Giang To amend and supplement Point a, Clause 1, Clause 2, Clause 3, Article 3 of Decision No. 24/2015/QD-UBND July 27, 2015 the Chairman of Hau Giang

I. VỊ TRÍ VÀ CHỨC NĂNG:

I. POSITION AND FUNCTION:

1. Sở Khoa học và Công nghệ (sau đây gọi tắt là Sở) là cơ quan chuyên môn thuộc Ủy ban nhân dân tỉnh có chức năng tham mưu, giúp Ủy ban nhân dân tỉnh quản lý nhà nước về khoa học và công nghệ, bao gồm: hoạt động khoa học và công nghệ; phát triển tiềm lực khoa học và công nghệ; tiêu chuẩn, đo lường, chất lượng; sở hữu trí tuệ; ứng dụng bức xạ và đồng vị phóng xạ; an toàn bức xạ và hạt nhân; quản lý và tổ chức thực hiện các dịch vụ công về các lĩnh vực thuộc phạm vi chức năng của Sở theo quy định của pháp luật.

2. Sở Khoa học và Công nghệ có tư cách pháp nhân, có con dấu và tài khoản riêng; chấp hành sự chỉ đạo, quản lý về tổ chức và hoạt động của Ủy ban nhân dân tỉnh; đồng thời, chấp hành sự chỉ đạo, hướng dẫn, thanh tra, kiểm

1. Department of Science and Technology (hereinafter referred to as the Department) is a specialized agency of the provincial People's Committee has the function of advising and assisting the provincial People's Committee to manage the state of science and technology, including science activities and technology; potential development of science and technology; standards, metrology, quality; Intellectual Property; application of radiation and radioisotopes; radiation safety and nuclear; manage and organize public services in the areas falling within the scope of municipal functions as prescribed by law.

2. Department of Science and Technology have legal status, seal and separate accounts; executive direction and management of the organization and operation of the provincial People's Committee; simultaneously, observing the direction, guidance, inspection, testing expertise and profession of the Ministry of Science and Technology.

II. NHIỆM VỤ, QUYỀN HẠN:

1. Trình Ủy ban nhân dân tỉnh:

II. DUTIES AND POWERS:

1. To submit to the provincial People's Committee:

a) Dự thảo quyết định, chỉ thị, quy hoạch, kế hoạch dài hạn, 05 năm và hàng năm, các đề án, dự án về khoa học và công nghệ; chương trình, biện pháp tổ chức thực hiện nhiệm vụ cải cách hành chính nhà nước về lĩnh vực khoa học và công nghệ trên địa bàn;

b) Các cơ chế, chính sách, biện pháp thúc đẩy hoạt động nghiên cứu khoa học và phát triển công nghệ, chuyển giao công nghệ, phát triển thị trường khoa học và công nghệ, phát triển tiềm lực và ứng dụng tiến bộ khoa học và công nghệ vào sản xuất và đời sống;

c) Dự thảo văn bản quy định cụ thể chức năng, nhiệm vụ, quyền hạn và  cơ cấu tổ chức của Sở; quyết định việc thành lập và quy định về tổ chức và hoạt động của Quỹ phát triển khoa học và công nghệ của địa phương theo quy định của pháp luật;

d) Dự thảo văn bản quy định về điều kiện, tiêu chuẩn chức danh đối với Trưởng, Phó các đơn vị trực thuộc Sở; tiêu chuẩn chức danh lãnh đạo, quản lý về lĩnh vực khoa học và công nghệ của Phòng Kinh tế hoặc Phòng Kinh tế và Hạ tầng thuộc Ủy ban nhân dân cấp huyện.

a) Draft decisions, directives, planning and long-term plans, 05-year and annual plans, schemes and projects on science and technology; programs and measures for implementing the tasks of state administrative reform in the field of science and technology in the province;

b) The mechanisms, policies and measures to promote scientific research and technology development, technology transfer, market development of science and technology, development potential and application of advanced science science and technology into production and life;

c) The draft document specifies the functions, duties, powers and  organizational structure of the Department; decide on the establishment and regulation on the organization and operation of the Fund for the development of science and technology as stipulated by local law;

d) The draft text provides for the conditions and criteria of titles for heads and deputy heads of the units under the Department; standards leadership positions, management of science and technology of Economics or Economics and Infrastructure Division of the district People's Committee.

2. Trình Chủ tịch Ủy ban nhân dân tỉnh:

a) Dự thảo quyết định thành lập, sáp nhập, giải thể các đơn vị thuộc Sở theo quy định của pháp luật; thành lập các Hội đồng tư vấn khoa học và công nghệ theo quy định tại Luật Khoa học và Công nghệ, hướng dẫn của Bộ Khoa học và Công nghệ;

b) Dự thảo quyết định về giao quyền sở hữu, quyền sử dụng kết quả nghiên cứu khoa học và phát triển công nghệ sử dụng ngân sách nhà nước trong phạm vi quản lý cho các tổ chức, cá nhân theo quy định của pháp luật;

c) Dự thảo quyết định, chỉ thị cá biệt thuộc thẩm quyền ban hành của Chủ tịch Ủy ban nhân dân tỉnh về lĩnh vực khoa học và công nghệ;

d) Dự thảo các văn bản quy định về quan hệ, phối hợp công tác giữa Sở Khoa học và Công nghệ với các Sở, ban, ngành có liên quan và Ủy ban nhân dân cấp huyện.

a) Draft decision on establishment, merger and dissolution of units of the Department in accordance with law; established the scientific advisory council and technology as stipulated in the Law on Science and Technology, Ministry of Science guidelines and Technology;

b) The draft decision on the ownership, the right to use the results of scientific research and technological development using the state budget within the scope of management for organizations and individuals in accordance with law ;

c) Draft decisions, directives issued under the authority of the chairman of the provincial People's Committees in the field of science and technology;

d) The draft text provides for the relationship, coordination between the Department of Science and Technology with the departments and agencies concerned and the district People's Committee.

3. Hướng dẫn, kiểm tra và tổ chức thực hiện các văn bản pháp luật, quy hoạch, kế hoạch, đề án, dự án, cơ chế, chính sách về khoa học và công nghệ sau khi được ban hành, phê duyệt; thông tin, tuyên truyền, hướng dẫn, phổ biến, giáo dục, theo dõi thi hành pháp luật về khoa học và công nghệ của địa phương; hướng dẫn các Sở, ban, ngành, Ủy ban nhân dân cấp huyện, tổ chức khoa học và công nghệ của địa phương về quản lý khoa học và công nghệ.

3. To guide, inspect and organize the implementation of legal documents, planning, plans, proposals, projects, mechanisms and policies on science and technology after it is issued, approval; information, communication, guidance, dissemination, education, law enforcement monitoring of science and technology of the locality; guide departments and agencies, the district People's Committee, organized science and technology managers of local science and technology.

4. Quản lý, tổ chức giám định, đăng ký, cấp, điều chỉnh, thu hồi, gia hạn các loại giấy phép, giấy chứng nhận, giấy đăng ký, văn bằng, chứng chỉ trong phạm vi chức năng, nhiệm vụ được giao theo phân công, phân cấp hoặc ủy quyền của Ủy ban nhân dân tỉnh, Chủ tịch Ủy ban nhân dân tỉnh

4. Management and assessment organization, registration, issuance, adjustment, recovery, renewal of licenses, certificates, registration certificates, diplomas and certificates in the scope of functions and tasks assigned under the assignment, delegation or authorization of the provincial people's Committee, Chairman of the provincial people's Committee.

5. Lập kế hoạch và dự toán chi đầu tư phát triển, chi sự nghiệp khoa học và công nghệ từ ngân sách nhà nước hàng năm dành cho lĩnh vực khoa học và công nghệ của địa phương trên cơ sở tổng hợp dự toán của các Sở, ban, ngành, Ủy ban nhân dân cấp huyện và các cơ quan liên quan. Theo dõi, kiểm tra việc  sử dụng ngân sách nhà nước cho lĩnh vực khoa học và công nghệ của tỉnh theo quy định của Luật Ngân sách nhà nước và Luật Khoa học và Công nghệ.

5. The planning and cost estimates for development investment expenditures scientific career and technology from the annual state budget for science and technology on the basis of local synthesis of these cost estimates departments and agencies, the district people's Committee and relevant agencies. Monitor and inspect the use of the state budget for science and technology in the province under the provisions of the Law on the State Budget and the Law on Science and Technology.

6. Về quản lý hoạt động nghiên cứu khoa học và phát triển công nghệ:

6. Regarding the management of scientific research and technological development:

a) Tổ chức việc xác định, đặt hàng, tuyển chọn, giao trực tiếp, đánh giá, nghiệm thu nhiệm vụ khoa học và công nghệ; tổ chức giao quyền sở hữu và quyền sử dụng kết quả nghiên cứu khoa học và phát triển công nghệ sử dụng ngân sách nhà nước cho tổ chức, cá nhân;

b) Theo dõi, kiểm tra, giám sát quá trình thực hiện và sau nghiệm thu các nhiệm vụ khoa học và công nghệ có sử dụng ngân sách nhà nước;

c) Tiếp nhận, tổ chức ứng dụng, đánh giá hiệu quả ứng dụng kết quả thực hiện nhiệm vụ khoa học và công nghệ do Ủy ban nhân dân tỉnh đề xuất đặt hàng hoặc đặt hàng sau khi được đánh giá, nghiệm thu;

d) Tổ chức đánh giá, nghiệm thu kết quả nghiên cứu khoa học và phát triển công nghệ không sử dụng ngân sách nhà nước của tổ chức, cá nhân trên địa bàn theo quy định của pháp luật;

e) Phối hợp với các Sở, ban, ngành của địa phương và các cơ quan liên quan đề xuất danh mục các nhiệm vụ khoa học và công nghệ sử dụng ngân sách nhà nước cấp quốc gia có tính liên ngành, liên vùng phục vụ phát triển  kinh tế - xã hội của địa phương;

g) Thành lập các Hội đồng tư vấn khoa học và công nghệ theo quy định tại Luật Khoa học và Công nghệ và theo phân cấp hoặc ủy quyền của Chủ tịch Ủy ban nhân dân tỉnh.

a) Organization of the identification, ordering, selection, direct delivery, evaluation, testing tasks and technological sciences; organization of ownership and the right to use the results of scientific research and technological development using the state budget to organizations and individuals;

b) To monitor, inspect and supervise the implementation process and after acceptance of the mission science and technology using the state budget;

c) To receive and organize applications, evaluate the effectiveness of applying the results of scientific task performance and technology by the provincial People's Committee proposed order or orders after the evaluation and acceptance;

d) To organize the evaluation, test the results of scientific research and technological development does not use the state budget of the organizations and individuals in localities as prescribed by law;

e) To coordinate with other offices and departments of local authorities and relevant agencies to propose a list of tasks of scientific and technological use of the state budget the national level is an inter-sector and inter-service area develop  economic - of local society;

g) Establishment of Advisory Council of science and technology as stipulated in the Law on Science and Technology and as decentralized or authorized by the chairman of the provincial People's Committee.

7. Về phát triển thị trường khoa học và công nghệ, doanh nghiệp khoa học và công nghệ, tổ chức khoa học và công nghệ và tiềm lực khoa học và công nghệ:

7 . Market development on science and technology, business science and technology, scientific institutions and potential technology and science and technology:

a) Tổ chức khảo sát, điều tra đánh giá trình độ công nghệ và phát triển thị trường khoa học và công nghệ; hướng dẫn, kiểm tra hoạt động các trung tâm giao dịch công nghệ, sàn giao dịch công nghệ, các tổ chức trung gian của thị trường khoa học và công nghệ, doanh nghiệp khoa học và công nghệ tại địa phương;

b) Hướng dẫn các tổ chức, cá nhân trong hoạt động ươm tạo công nghệ, ươm tạo doanh nghiệp khoa học và công nghệ; xây dựng và tổ chức thực hiện các giải pháp hỗ trợ đổi mới công nghệ;

c) Tổ chức thực hiện việc đăng ký và kiểm tra hoạt động của các tổ chức khoa học và công nghệ, văn phòng đại diện, chi nhánh của tổ chức khoa học và công nghệ; hướng dẫn việc thành lập và chứng nhận doanh nghiệp khoa học và công nghệ trên địa bàn theo quy định của pháp luật;

d) Hướng dẫn, kiểm tra việc thực hiện cơ chế tự chủ, tự chịu trách nhiệm của các tổ chức khoa học và công nghệ công lập; việc thành lập và phát triển doanh nghiệp khoa học và công nghệ trên địa bàn;

e) Hướng dẫn, quản lý hoạt động chuyển giao công nghệ trên địa bàn,  bao gồm: chuyển giao công nghệ, đánh giá, định giá, giám định công nghệ, môi giới và tư vấn chuyển giao công nghệ, các dịch vụ chuyển giao công nghệ khác theo quy định; thẩm định cơ sở khoa học và thẩm định công nghệ các dự án đầu tư, các quy hoạch, chương trình phát triển kinh tế - xã hội và các chương trình, đề án khác của địa phương theo thẩm quyền;

g) Đề xuất các dự án đầu tư phát triển tiềm lực khoa học và công nghệ của địa phương và tổ chức thực hiện sau khi được cơ quan có thẩm quyền phê duyệt;

h) Tổ chức thực hiện cơ chế, chính sách về sử dụng, trọng dụng cá nhân hoạt động khoa học và công nghệ; đào tạo, bồi dưỡng nhân lực khoa học và công nghệ của địa phương.

a) Organization of surveys, investigations assess the level of technology and market development of science and technology; guide, inspect the operation of the exchange center technology, technology exchanges, the organization of the market intermediary science and technology, science and business at local technology;

b) To guide organizations and individuals active in technology incubators, business incubators, science and technology; building and implementing solutions to support technological innovation;

c) To organize the registration and inspection activities of the institutions of science and technology, representative offices and branches of institutions of science and technology; guide the establishment and certification of business science and technology in the province in accordance with the law;

d) To guide and supervise the implementation of the mechanism of autonomy and self-responsibility of the institutions of science and technology public; the establishment and development of enterprises science and technology in the province;

e) To guide and manage the operation of technology transfer in the area,  including technology transfer, assessment, pricing, technology appraisal, brokerage and consultancy technology transfer, the transfer service technology as prescribed; evaluation of the scientific basis and technological evaluation of investment projects, plans and programs of economic development - social programs and other local projects within its jurisdiction;

g) Proposed investment potential development of science and technology and local organizations made after the competent agency for approval;

h) To organize the implementation of mechanisms and policies on the use, operation key personal use science and technology; training and retraining of scientific personnel and local technology.

8. Tổ chức nghiên cứu, ứng dụng tiến bộ khoa học - kỹ thuật và công nghệ; khai thác, công bố, tuyên truyền kết quả nghiên cứu khoa học, nghiên cứu khoa học và phát triển công nghệ và các hoạt động khoa học và công nghệ khác; phối hợp triển khai thực hiện nhiệm vụ khoa học và công nghệ cấp quốc gia sử dụng ngân sách nhà nước tại địa phương.

8. Organization of research and application of science - engineering and technology; exploit, publish, propagate the results of scientific research, scientific research and technological development and scientific activities, and other technologies; coordinate implementation of the tasks of scientific and technological national level using state budget locally.

9. Về sở hữu trí tuệ:

9. Intellectual Property:

a) Tổ chức thực hiện các biện pháp hỗ trợ phát triển hoạt động sở hữu công nghiệp; hướng dẫn nghiệp vụ sở hữu công nghiệp đối với các tổ chức và cá nhân; quản lý chỉ dẫn địa lý, địa danh, dấu hiệu khác chỉ nguồn gốc địa lý đặc sản địa phương;

b) Hướng dẫn, hỗ trợ tổ chức, cá nhân tiến hành các thủ tục về sở hữu công nghiệp; chủ trì, phối hợp với các cơ quan có liên quan bảo vệ quyền sở hữu công nghiệp và xử lý vi phạm pháp luật về sở hữu công nghiệp;

c) Chủ trì triển khai các biện pháp để phổ biến, khuyến khích, thúc đẩy hoạt động sáng chế, sáng kiến, sáng tạo tại địa phương; tổ chức xét, công nhận các sáng kiến do Nhà nước đầu tư kinh phí, phương tiện vật chất - kỹ thuật theo quy định của pháp luật;

d) Giúp Ủy ban nhân dân tỉnh thực hiện quản lý nhà nước về sở hữu trí tuệ đối với các lĩnh vực liên quan theo quy định của pháp luật và phân cấp hoặc ủy quyền của Ủy ban nhân dân tỉnh.

a) Implementation of measures to support the development of industrial property activities; professional guidance to industrial property organizations and individuals; manage geographical indications, landmarks, and other signs indicating the geographical origin of local specialties;

b) To guide and support organizations and individuals conducting procedures on industrial property; preside and coordinate with relevant agencies to protect industrial property rights and handle violations of the law on industrial property;

c) Lead implementing measures to disseminate and encourage, promote inventions, innovations and creativity in local; organizations consider and recognize initiatives by state investment funds and material means - technical as prescribed by law;

d) To assist the provincial People's Committee perform state management of intellectual property for the relevant areas in accordance with the law and delegated or authorized by the provincial People's Committee.

10. Về tiêu chuẩn, đo lường, chất lượng:

10. Regarding standardization, metrology, quality:

a) Tổ chức việc xây dựng và tham gia xây dựng quy chuẩn kỹ thuật địa phương;

b) Tổ chức phổ biến áp dụng quy chuẩn kỹ thuật quốc gia, quy chuẩn kỹ thuật địa phương, tiêu chuẩn quốc gia, tiêu chuẩn quốc tế, tiêu chuẩn khu vực, tiêu chuẩn nước ngoài, áp dụng phương thức đánh giá sự phù hợp tiêu chuẩn, quy chuẩn kỹ thuật; hướng dẫn xây dựng tiêu chuẩn cơ sở đối với các tổ chức, cá nhân trên địa bàn; kiểm tra việc chấp hành pháp luật về  tiêu chuẩn và quy chuẩn kỹ thuật trên địa bàn;

c) Tổ chức, quản lý, hướng dẫn các tổ chức, cá nhân sản xuất, kinh doanh thực hiện việc công bố tiêu chuẩn áp dụng đối với các sản phẩm, hàng hóa, dịch vụ, quá trình và môi trường theo phân công, phân cấp của cơ quan nhà nước có thẩm quyền;

d) Tiếp nhận bản công bố hợp chuẩn của tổ chức, cá nhân đăng ký hoạt động sản xuất, kinh doanh tại địa phương; tiếp nhận bản công bố hợp quy trong lĩnh vực được phân công;

e) Thực hiện nhiệm vụ thông báo và hỏi đáp về tiêu chuẩn, đo lường, chất lượng và hàng rào kỹ thuật trong thương mại trên địa bàn;

g) Tổ chức thực hiện các nhiệm vụ liên quan đến hoạt động nâng cao năng suất và chất lượng sản phẩm, hàng hóa;

h) Tổ chức mạng lưới kiểm định, hiệu chuẩn, thử nghiệm về đo lường  đáp ứng yêu cầu của địa phương; tổ chức thực hiện việc kiểm định, hiệu chuẩn, thử nghiệm về đo lường trong các lĩnh vực và phạm vi được công nhận hoặc được chỉ định;

i) Tiếp nhận bản công bố sử dụng dấu định lượng; chứng nhận cơ sở đủ điều kiện sử dụng dấu định lượng trên nhãn hàng đóng gói sẵn theo quy định của pháp luật;

k) Tổ chức thực hiện việc kiểm tra về đo lường đối với chuẩn đo lường, phương tiện đo, phép đo, hàng đóng gói sẵn, hoạt động kiểm định, hiệu chuẩn, thử nghiệm về đo lường theo quy định của pháp luật; tổ chức thực hiện các biện pháp để người có quyền và nghĩa vụ liên quan giám sát, kiểm tra việc thực hiện phép đo, phương pháp đo, phương tiện đo, chuẩn đo lường, chất lượng hàng hóa;

l) Tổ chức thực hiện việc thử nghiệm phục vụ yêu cầu quản lý nhà nước và nhu cầu của tổ chức, cá nhân về chất lượng sản phẩm, hàng hóa trên địa bàn;

m) Chủ trì, phối hợp với các cơ quan có liên quan tổ chức thực hiện kiểm tra chất lượng sản phẩm, hàng hóa trong sản xuất, hàng hóa nhập khẩu, hàng hoá lưu thông trên địa bàn và nhãn hàng hóa, mã số, mã vạch theo phân công, phân cấp hoặc ủy quyền của cơ quan nhà nước có thẩm quyền;

n) Tổ chức thực hiện việc áp dụng Hệ thống quản lý chất lượng theo TCVN ISO 9001 vào hoạt động của các cơ quan, tổ chức thuộc hệ thống hành chính nhà nước theo quy định của pháp luật.

a) To organize and participate in the construction of building local technical regulations;

b) To disseminate and apply technical regulations and national technical regulations of local, national standards, international standards, regional standards, foreign standards, applying conformity assessment with standards, technical regulations; building instructions basic standards for organizations and individuals in the province; check the observance of the law on  standards and technical regulations in the province;

c) To organize, manage and guide organizations and individuals producing and trading conduct the announced standards applicable to products, goods, services, processes and environment as assigned and decentralization of state bodies authorized;

d) To receive the standard publication of organizations and individuals to register production activities, trading locally; receiving the announcement of conformity in the field are assigned;

e) To perform the task notifications and inquiry on standardization, metrology, quality and technical barriers to trade in the province;

g) To organize the implementation of the tasks related to operations to improve productivity and quality of products and goods;

h) To organize the network testing, calibration, metrology testing  to meet the requirements of the locality; implementing the testing, calibration and testing of measurement in the field and scope of accredited or designated;

i) To receive announcements using quantitative mark; Certified establishments eligible to use quantitative mark on labels of prepackaged goods as prescribed by law;

k) To organize the inspection of measurement for measurement standards, measuring devices, measurement, packed goods, works testing, calibration and testing of measurement prescribed by law; implementation of measures for persons with rights and obligations related supervision and inspection of the implementation of measurement, measurement methods, measuring devices, measurement standards, quality of goods;

l) To organize the testing service of the State management requirements and the needs of organizations and individuals about the quality of products and goods in the province;

m) Chair and coordinate with agencies concerned shall check the quality of products and goods in production, imports, goods circulated in the locality and labeling, codes, barcode as assigned or decentralized or authorized by state agencies authorized;

n) To organize the application of quality management system according to ISO 9001 in the activities of the agencies and organizations of the State administrative system prescribed by law.

11. Về ứng dụng bức xạ và đồng vị phóng xạ, an toàn bức xạ và hạt nhân:

11. Regarding the application of radiation and radioisotopes, radiation safety and nuclear:

a) Về ứng dụng bức xạ và đồng vị phóng xạ:

- Tổ chức thực hiện các chương trình, dự án và các biện pháp để thúc đẩy ứng dụng bức xạ và đồng vị phóng xạ phục vụ phát triển kinh tế - xã hội; tổ chức triển khai hoạt động ứng dụng bức xạ và đồng vị phóng xạ trong các ngành kinh tế - kỹ thuật trên địa bàn;

- Quản lý các hoạt động quan trắc phóng xạ môi trường trên địa bàn;

- Tổ chức thực hiện các dịch vụ kỹ thuật liên quan đến ứng dụng bức xạ và đồng vị phóng xạ.

a) On the application of radiation and radioisotopes:

- Implementation of programs, projects and measures to promote the application of radiation and radioisotopes in service of economic development - social; implementing operational applications of radiation and radioisotopes in the economic sectors - engineering in the province;

- Manage the activities of environmental radiation monitoring in the province;

- Implementation of technical services relating to the application of radiation and radioisotopes.

b) Về an toàn bức xạ và hạt nhân:

- Tổ chức thực hiện việc đăng ký về an toàn bức xạ và hạt nhân theo quy định của pháp luật hoặc phân công, phân cấp, ủy quyền của Ủy ban nhân dân tỉnh;

- Quản lý việc khai báo, thống kê các nguồn phóng xạ, thiết bị bức xạ, chất thải phóng xạ trên địa bàn theo quy định của pháp luật;

- Tổ chức thực hiện việc kiểm soát và xử lý sự cố bức xạ, sự cố hạt nhân trên địa bàn;

- Xây dựng và tích hợp với cơ sở dữ liệu quốc gia về kiểm soát an toàn bức xạ và hạt nhân tại địa phương.

b) radiation safety and nuclear:

- Organization of the registration of radiation safety and nuclear prescribed by law or assignment and authorization of the provincial People's Committee;

- Management declarations and statistical radioactive sources, radiation equipment, radioactive waste in the province in accordance with the law;

- Implementation of control and troubleshooting radiation and nuclear incidents in the province;

- Develop and integrate with the national database on the control of radiation safety and nuclear locally.

12. Về thông tin, thống kê khoa học và công nghệ:

12. On information, statistics, science and technology:

a) Tổ chức hướng dẫn và triển khai thực hiện việc thu thập, đăng ký, lưu giữ và công bố thông tin về nhiệm vụ khoa học và công nghệ tại địa phương;

b) Xây dựng và phát triển hạ tầng thông tin khoa học và công nghệ; tham gia xây dựng và phát triển cơ sở dữ liệu quốc gia về khoa học và công nghệ, các cơ sở dữ liệu về khoa học và công nghệ của địa phương;

c) Tổ chức và thực hiện xử lý, phân tích - tổng hợp và cung cấp thông tin khoa học và công nghệ phục vụ lãnh đạo, quản lý, nghiên cứu, đào tạo, sản xuất, kinh doanh và phát triển kinh tế - xã hội tại địa phương;

d) Tổ chức chỉ đạo, hướng dẫn và tổ chức thực hiện chế độ báo cáo thống kê cơ sở về khoa học và công nghệ tại địa phương; chủ trì triển khai chế độ báo cáo thống kê tổng hợp về khoa học và công nghệ;

e) Triển khai các cuộc điều tra thống kê về khoa học và công nghệ tại địa phương;

g) Quản lý, xây dựng và phát triển các nguồn tin khoa học và công nghệ của địa phương; tham gia Liên hiệp thư viện Việt Nam về các nguồn thông tin khoa học và công nghệ;

h) Tổ chức các chợ công nghệ - thiết bị, các trung tâm, sàn giao dịch thông tin công nghệ trực tiếp và trên mạng Internet, triển lãm, hội chợ khoa học và công nghệ; phổ biến, xuất bản ấn phẩm và cung cấp thông tin khoa học và công nghệ;

i) Tổ chức hoạt động dịch vụ trong lĩnh vực thông tin, thư viện, thống kê, cơ sở dữ liệu về khoa học và công nghệ; in ấn, số hóa; tổ chức các sự kiện khoa học và công nghệ.

13. Về dịch vụ công:

a) Hướng dẫn các tổ chức sự nghiệp thực hiện dịch vụ công trong lĩnh vực khoa học và công nghệ trên địa bàn;

b) Tổ chức thực hiện các quy trình, thủ tục, định mức kinh tế - kỹ thuật đối với các hoạt động cung ứng dịch vụ công thuộc lĩnh vực khoa học và công nghệ;

c) Hướng dẫn, tạo điều kiện hỗ trợ cho các tổ chức thực hiện dịch vụ công về khoa học và công nghệ theo quy định của pháp luật.

Thực hiện công tác pháp chế theo quy định tại Điều 6 Nghị định số 55/2011/NĐ-CP ngày 04 tháng 7 năm 2011 của Chính phủ và các quy định pháp luật hiện hành có liên quan.

The legal work done under the provisions of Article 6 of Decree No. 55/2011 / ND-CP of July 4, 2011 of the Government and the provisions of the current law are concerned.

15. Giúp Ủy ban nhân dân tỉnh quản lý nhà nước về hoạt động khoa học và công nghệ đối với doanh nghiệp, tổ chức kinh tế tập thể, kinh tế tư nhân hoạt động trên địa bàn theo quy định của pháp luật.

17. Thực hiện công tác thanh tra, kiểm tra, giải quyết khiếu nại, tố cáo trong lĩnh vực khoa học và công nghệ theo quy định của pháp luật và theo sự phân công hoặc ủy quyền của Ủy ban nhân dân tỉnh; tổ chức việc tiếp công dân và thực hiện các quy định về phòng, chống tham nhũng, tiêu cực, các quy định về thực hành tiết kiệm, chống lãng phí; xử lý theo thẩm quyền hoặc kiến nghị  cơ quan có thẩm quyền xử lý các vi phạm pháp luật trong lĩnh vực khoa học và công nghệ theo quy định của pháp luật.

19. Quản lý tổ chức bộ máy, biên chế công chức, số lượng người làm việc trong các đơn vị sự nghiệp công lập trực thuộc Sở; thực hiện chế độ tiền lương và chính sách, chế độ đãi ngộ, đào tạo, bồi dưỡng, khen thưởng, kỷ luật đối với công chức, viên chức và người lao động thuộc phạm vi quản lý của Sở theo quy định của pháp luật và theo phân cấp hoặc uỷ quyền của Ủy ban nhân dân tỉnh;  tổ chức bồi dưỡng nghiệp vụ đối với công chức chuyên trách quản lý khoa học và công nghệ thuộc Phòng Kinh tế hoặc Phòng Kinh tế và Hạ tầng cấp huyện.

21. Quản lý và chịu trách nhiệm về tài chính, tài sản của Sở theo quy định của pháp luật và theo phân công hoặc ủy quyền của Ủy ban nhân dân tỉnh.

21. Management and responsible for the finance, property of the Department in accordance with law and as assigned or authorized by the provincial People's Committee.

22. Tổng hợp thông tin, báo cáo định kỳ sáu tháng, hàng năm hoặc đột xuất về tình hình thực hiện nhiệm vụ được giao với Ủy ban nhân dân tỉnh và Bộ Khoa học và Công nghệ.
